Will Klingner wins ACEC Young Professional of the Year Award
William E. Klingner, PE, CFM, of Klingner & Associates, P.C. has been awarded one of five 2021 Young Professional of the Year Awards by the American Council of Engineering Companies (ACEC). This national recognition honors young engineers whose engineering contributions have had a direct impact on society.
Nominations were accepted from state member organizations from across the country. Klingner’s nomination came after being named the 2021 Emerging Professional of the Year by the Illinois chapter of ACEC earlier this spring.
As a licensed engineer and Certified Floodplain Manager, Klingner has provided water resources engineering for regional levee and drainage districts for the past 11 years. He regularly provides hydrologic / hydraulic modeling, drainage / site design, and permitting for flood control projects – all of which is crucial for the protection of towns, manufacturers, farms, and infrastructure.
Most notably, Klingner played an integral role in the flood fighting and recovery efforts for the record flood of 2019. Will continuously briefed the U.S. Army Corps of Engineers, Fabius River Drainage District, industry leaders, and local stakeholders on river conditions, projected crests against levee elevations, pinpointed weak spots, and flood fighting supplies allocation. As the lead engineer for the Fabius River Drainage District, Will also implemented emergency procedures within 24 hours that saved the levee; West Quincy, MO; US Route 24; US Route 61; and BNSF Railroad facilities.
"I am honored to have received this year's ACEC's Young Professional of the Year Award, and hope to use this platform to shine a light on the hard work of our firm, our clients, and our community," said Klingner. "If not for the unbelievable amount of expertise and determination shown by our local levee and drainage districts, municipalities, and emergency responders during the Flood of 2019, this recognition would have not been possible. While rehabilitation from this Flood is still ongoing, we should all be proud of the way our community pulls together during times of need."
Outside of the firm, Klingner is the secretary for the Illinois Society of Professional Engineers (Western Illinois Chapter), an American Council of Engineering Companies (IL) – Rock Island United States Corps of Engineers liaison, a board member of the Quincy Children's Museum, and treasurer of the Quincy Montessori School. He also regularly attends the ACEC Annual Convention and Legislative Summit to discuss engineering and design industry issues with local representatives. Klingner holds a Master of Science in Civil & Environmental Engineering with a specialization in Hydraulics from the University of Iowa; a Bachelor of Science in Civil Engineering from the University of Missouri - Columbia; and a Master of Business Administration from Quincy University.
The National Engineering Excellence Awards were held virtually on June 17. Klingner will be recognized at an awards luncheon during the ACEC Fall Conference October 27-30 in Marco Island, FL.
