Klingner’s water resources engineers develop detailed hydraulic and hydrologic models to pinpoint the most effective design options with the fewest impacts to reduce permitting efforts. For multiple river locations, Klingner has even updated flood profiles to accurately reflect modern conditions — and better safeguard our clients.
Responsible design keeps Klingner’s work on track and ahead of regulatory requirements from the U.S. Army Corps of Engineers (USACE), Federal Emergency Management Agency (FEMA), Environmental Protection Agency (EPA), and Department of Natural Resources (DNR). It also allows us to anticipate a river’s flooding and navigational challenges for stronger projects.

Dive deeper into your project. With a certified team of Remotely Operated Vehicle (ROV) Submarine specialists on staff, we deliver efficient and cost-effective culvert and pipe inspections that meet USACE requirements.
Klingner also performs detailed surveys of rivers and lake beds with our hydrographic survey equipment, allowing us to develop practical, site-specific designs.

Each year, we complete and review dozens of Section 404 and 408 permits. Klingner is considered a Section 408 permitting expert, having been involved in over 50 applications in the Rock Island, St. Louis, and Kansas City USACE Districts.
Every requirement — from wetland delineations to habitat assessments — is completed and accounted for by our in-house experts. This thorough knowledge of river-related regulations mixed with our close and constant governmental working relationships is one of our secrets to success.

Klingner was founded in 1905 to provide water resources engineering services along the Mississippi River, working on nearly every federal levee between St. Louis and Rock Island. In fact, we continue to serve many of those same levee and drainage districts who placed their trust in us all those years ago.
