Joshua Leyh, PE, CFM, has been selected as the next Water Resources Department Manager. As Department Manager, he will continue to develop the talent and technical knowledge of the Water Resources staff firmwide. Leyh will assume this role following Gavin Risley, who became the Water Sector Leader for Klingner in 2024.
Leyh joined Klingner in 2016. During his tenure, he has provided designs for projects across Iowa, Illinois, and Missouri. With 12 years of experience, Leyh’s technical focus spans large river modeling, levee assessment and modifications, pump stations, and project permitting through FEMA and the U.S. Army Corps of Engineers. He enjoys projects that involve flood protection infrastructure and opportunities to use hydraulic and hydrologic modeling to promote the safety of local communities. His most notable projects include the Muscatine Island Levee Improvements (recipient of the 2026 ACEC Iowa Honor Award), Fort Madison Marina (recipient of the 2025 ACEC National Recognition Award), Gulfport Pump Station (recipient of the 2020 ACEC Illinois Special Achievement Award), and many more.
“It’s been great to be a part of Klingner for the past 10 years, and it’s a joy to work with the incredible folks in this department,” says Leyh, “I am extremely passionate about rivers, streams, drainage, and flood protection and am blessed to be able to work on what I love.”
Leyh is a licensed Professional Engineer in Iowa, Missouri, and Illinois; is a Certified Floodplain Manager; and holds a bachelor of science in civil engineering with an environmental emphasis from Iowa State University.
