Brent Freesmeyer has been selected to lead the new Construction Phase Services Department. As Department Manager, he will develop the talent and technical expertise of the Construction Phase Services staff across Illinois, Iowa, and Missouri.

Freesmeyer joined Klingner in 2006. During his tenure, Freesmeyer has provided construction observation for numerous complex projects, such as the award-winning Sny Island Levee Drainage District pump stations; the new Wastewater Treatment Plant in Monroe City, MO; and Hunt-Lima Drainage & Levee District’s levee rehabilitation. Having contributed to over 200 projects, Freesmeyer’s leadership is informed by his practical, onsite construction management, observation, and testing expertise.

“I am excited and honored that in my 30th year in the construction services field and 19th year here at Klingner, I am able to lead a team with such tremendous talent to provide construction phase services to our clients throughout our region,” Freesmeyer said.

The Construction Phase Services Department (CPS) exists to promote quality during the construction process. This highly-trained team specializes in construction material testing, contract administration, construction observation, resident project representative services, and construction quality management. Operating from validated testing laboratories across multiple locations, Klingner’s certified professionals utilize advanced equipment to follow procedures and standards from the American Society for Testing and Materials (ASTM), the American Concrete Institute (ACI), various Departments of Transportation, and more. This level of professional oversight protects clients’ investments by identifying problems during construction and verifying regulatory compliance.

Freesmeyer holds a bachelor of science in geology from Olivet Nazarene University in Bourbonnais, Illinois.
