The Klingner & Associates, P.C. Quincy office, with engineers and surveyors also from their Burlington Iowa office, were the first to complete the engineering and documentation under the PAL (Provisionally Accredited Levee) process in Illinois for FEMA certification. The program, approved by Congress, is to update FEMA maps to new and more accurate standards. Big Island/Milan, Illinois received approval notice this month. Several dozen of the 140 levee and drainage districts and municipal districts in the Upper Mississippi and Illinois River are being required to update their levee standards and document current conditions for the FEMA insurance program. The Federal regulations under 65.10 are quite comprehensive, and many areas of the country are having problems meeting these new standards and providing the detailed analysis work.
