Storage Tank Evaluation & Design

Klingner & Associates, P.C. provides a wide range of professional engineering services for design of new installations and upgrade of existing installations.

Federal law requires underground storage tanks that were installed before December 22, 1988, to be upgraded or removed as of December 22, 1998. If a tank is not removed, then its upgrade must include leak detection, corrosion protection, and spill/overfill prevention systems. Tanks installed after 1988 must also meet all of these requirements.

Klingner & Associates, P.C., can help meet these requirements by providing alternative designs to existing systems such as retrofitting existing storage tank systems or designing new tank installations to meet the specific needs of the client.

Our staff has provided professional environmental and design engineering services for a variety of projects in Illinois and Missouri over the last ten years. Our clients range from state, municipal, and industrial facilities to private corner service stations.

Klingner & Associates, P.C. evaluation and design services include:

  • Evaluate and design new tank installations and existing tank upgrades.
  • Develop spill response (SPCC) plans.
  • Prepare applications for NPDES discharge permits.
  • Prepare contractual documents and coordinate activities between the Owner and the Contractor.

Millions of storage tank systems in the United States contain petroleum, agrichemical, or hazardous substances regulated by the U.S. Environmental Protection Agency (USEPA). Many of these UST's/AST's have leaked or are currently leaking.

Our staff maintains a thorough working knowledge of current Local, State, and Federal cleanup regulations. These include the Brownfields legislation Tiered Approach to Cleanup Objectives (TACO) in Illinois and the Uniform Cleanup Standards for Contaminated Sites (ASL’s) in Missouri. Close contact with Agency staff has been the key to success in obtaining "Clean Letters" for our clients.

At Klingner & Associates, P.C., our goal is to provide the Client with cost efficient professional environmental service while satisfying the Client’s needs and meeting the applicable regulatory requirements in each situation.

Klingner & Associates, P.C. investigation and remediation services include:

  • Provide soil and/or water sampling and analysis for investigation and remediation activities.
  • Aid the Client in determining the appropriate site specific cleanup objectives.
  • Aid the Client in preparing the required documentation for Local, State, and Federal agencies.
  • Prepare relevant documents and applications for the proposed remediation measures including: generator numbers; manifests; and permits for air, soil, and water pollution control.
  • Provide detailed remedial design.
  • Provide remediation coordination and oversight.
  • Prepare site closure reports and Licensed Professional Engineer (LPE) certification pending achievement of appropriate cleanup objectives.
