Phase I AssessmentsReturn to ESAs — PHASE II — PHASE IIIPHASE I, the Preliminary Site Assessment, includes a records review, an on-site investigation for recognized environmental conditions, interviews with property owners and area officials and a written report documenting the process. The phase I environmental site assessment procedure follows the ASTM designation E 1527 - 00, Standard Practice for Environmental Site Assessments; Phase I Environmental Site Assessment Process. The records review involves contacting federal, state and local agencies for information regarding environmental concerns. Historical records such as fire insurance maps, city directories, aerial photography and topographical database maps also are reviewed to determine previous uses of the property and its surrounds. The on-site inspection includes a complete walkthrough of the property area. Photographs are taken to document the on-site investigation. A general site characterization is made to determine the possible impact of adjoining properties. Interviews are conducted with the current and past property owner(s) regarding possible contamination of the property. The resulting environmental site assessment report describes conditions as they existed at the time of the investigation and provides conclusions and recommendations regarding recognized environmental conditions on the subject property. A complete Phase I Environmental Site Assessment can typically be completed in 20 to 25 working days. For less intense use areas, such as residential and small commercial properties, the option of a Transaction Screen Process is also available. The transaction screen includes an on-site investigation and interviews with property owners and area officials. An extensive records review is not included in this process. Typically, the transaction screen process can be completed in 10 to 15 working days. |
